Education Reform on Fast Track

U.S. Senate Education Committee Chairman Senator Lamar Alexander (R-TN) seeks public comments by February 2 on his plan, released January 12, to fix the existing No Child Left Behind Law, also known as the Elementary & Secondary Education Act (ESEA), which technically expired seven years ago. The National Center for Technological Literacy® (NCTL®) will submit comments that strongly encourage the Committee and Congress to include a robust STEM education provision that allows states to use their federal funds to support engineering education and allows non-profits such as science centers to compete directly for federal teacher professional development dollars.

The draft bill eliminates requirements such as Adequate Yearly Progress and offers states more flexibility in their assessment plans. It also eliminates the 21st Century Community Learning Centers (afterschool funding), Advanced Placement, and the Math Science Partnership professional development programs.

The bill does retain that states continue to adopt "challenging" academic content and achievement standards in reading or language arts, math and science aligned with college entrance requirements, and state career and technical education performance measures. The draft also keeps requirements on assessments around alignment with standards, validity and reliability; participation by all students; accommodations for students with disabilities; individual student reports; and disaggregation among subgroups of students. Funding would remain level.

The NCTL is also working closely with Representative Paul Tonko (D-NY) and Senator Kirsten Gillibrand (D-NY) on a new version of the Educating Tomorrow's Engineers Act to support STEM education by highlighting engineering and computer science.
